Celso is a highly experienced international cyber, re/insurance and commercial dispute resolution lawyer, qualified as a Barrister in the UK and as a New York Attorney. He is regarded as a leader in the fields of high value international litigation and arbitration, particularly involving cyber risks, cyber insurance, business interruption, marine, trade, construction, D&O, casualty, offshore and energy losses, including subrogation claims.
Having worked for over 23 years as an international litigation solicitor and partner in several international UK and US law firms based in the City of London, Celso has extensive expertise in complex multi jurisdictional arbitrations and court proceedings worldwide.
Celso’s latest book ‘Cyber Risks Insurance Law and Practice’ was published by Sweet Maxwell in July 2019 and he has also authored ‘Walmsley on Business Interruption Insurance’ published by Witherby Insurance.
Celso is a founding committee member of the Cyber Insurance Association and past President of the London Business Interruption Association He is a Fellow of the Chartered Institute of Arbitrators FCIArb and a former visiting lecturer at the Centre for Energy, Petroleum, Mineral Law and Policy, University of Dundee (CEPMLP). Celso also accepts appointments to act as an arbitrator.

- Acting for insurers in the defence of a claim due to a fraudulent push payment scam, impacting on a social engineering exclusion in a cyber liability policy.
- Advising policyholder in the negotiation of cyber liability policy terms to cover a cyber security web-platform for cryptocurrency exchanges.
- Acting for international brokers in drafting business interruption extension clauses in cyber policies to be used in South American insurance markets.
- Advising several policyholders, such as national electrical equipment retailers, R&D biotech laboratories and care providers, in relation to potential business interruption policy claims arising out of Covid-19 restrictions.
- Advising South American retailer in relation to international cyber insurance programme and use of London captive.
- Advising major UK insurer in relation to ‘silent’ cyber risks exclusions to be used in property and construction reinsurance treaty programmes.
- Advising management board of blue-chip defence intelligence company on cyber risks insurance, cyber security policies and D&O compliance.
- Advising management board of social media platform on cyber risks and D&O insurance requirements relating to UK and US policy placements.
- Acting in US$200m international arbitration on behalf of London reinsurers on Contingent Business Interruption Insurance losses due to damage to supplier to major steel plant in South America.
- Acting on behalf of London reinsurers in US$80m international arbitration against local South American insurer in relation to Machinery and Equipment Insurance losses at a wind generation energy construction project.
